Abstract

Financial institutions worldwide are facing a marked escalation in cybersecurity risks as a result of increasingly sophisticated and complex cyberattacks. These incidents lead to substantial financial losses, reputational damage, and increased risks of service disruption. Recent studies indicate that many financial institutions have been subject to cyberattacks in recent years, resulting in significant losses across the financial sector. A major challenge lies in the weak integration between actuarial expertise and cybersecurity functions, which limits the accuracy of assessing both the likelihood of attacks and the magnitude of expected financial losses. This, in turn, negatively affects the efficiency of risk management strategies and the pricing of cyber risk insurance programs.    This research aims to analyze and assess the actuary’s role in strengthening the cybersecurity framework within financial institutions through an empirical field study. The focus is on applying quantitative methods and probabilistic models to measure cyber risks and highlighting the importance of integrating actuarial expertise into the design of cybersecurity strategies. The study calls for the recruitment of specialized technology and actuarial experts, the establishment of board-level committees dedicated to managing cybersecurity risks, the development of advanced training programs, and the creation of unified databases of cyber incidents. These efforts seek to enhance the accuracy of predictive models and bolster the resilience of the financial system against the growing tide of digital threats.
