The Problems Hindering the Partnership Between the Public and Private Sectors in Supplying Vegetable Farmers with Agricultural Technologies in Baghdad Governorate from the Perspective of the Private Sector

The aim of the research was to identify the issues that hinder the partnership between the public and private sectors in providing agricultural technologies to vegetable farmers in Baghdad Governorate from the perspective of the private sector. To achieve this goal, a questionnaire consisting of 35 items was prepared, distributed across 7 areas: (legislation and laws, commitment to partnership, organization, governance, database, coordination, and human and material capacities). Data were collected from 115 respondents working in private agricultural companies providing services in the field of supplying agricultural technologies to farmers. The results revealed that the average importance of the problems hindering the partnership in supplying vegetable farmers with agricultural technologies ranged between (3.37 - 4.83), with an average of (3.97) on a five-point importance scale (very important, important, somewhat important, of little importance, not important), where the numerical values ranged from (5 - 1) respectively. The results also indicated that the absence of legislation and laws, as well as the lack of coordination, were among the most significant problems hindering the partnership between the two sectors, with average importance values of (4.17 and 4.18), respectively. Based on these findings, the researchers recommended the necessity of enacting laws and developing legislation for partnerships, adopting coordination mechanisms between the two parties, and addressing the bureaucratic procedures that hinder the partnership process between the sectors.
